SAMSUNG LCD TV horizontal lines

Scratchy horizontal lines one quarter down from top of screenon samsung digital LCD tv. (terrestial is ok). TV is just over one year old. I think it's 26 inch and it's HD ready Signal strength is very good. Have retuned the tv from samsung teelphone guidance but fault remains.

    I have a 51" Hisense tv. I have horizontal lines going from top to bottom and only half of the tv is affected. I have tried changing the hdmi port, but the problem remains. I also switched out the hdmi cord. Still there. So now I have a crystal clear side and a not so clear side. It's watchable but distracting.

Causing of horizontal lines is leaky or defective capacitors. check big value capacitors around the board at Horizontal area. check the filter capacitor as well. good luck
