Unplug the set for five minutes. Turn the set back on. That completes the RESET cycle and the system should correct itself. If not, it's time to take it into the shop.
possible problem is on the G board which is the power supply suspect D6301 leaky causing this
there are also other possabilitys the D board there could be convergence circuit failure of hv circuit failure will need some trouble shooting to localize area of repairs needed

you have a trouble code turn key off and on 3 times to make dash lites go on then off and on the 3rd time leave the key on and watch the lite it should start to blink count the blinks and let me know be careful cause there will be paulses betwin some to make up your trouble code ie 2 3 eqals code 23
its definately a power supply issue. You may want to get a service manual for your model as it will have the info to trouble shoot the standby and start up voltages.
