Please use the manual while checking for cartridges, and also see if they need replacement. Take it out and inspect it for residue corresponding to the defects on the paper.

Only known causes are a dirty corona wire or a dirty/bad drum. If you know the drum is good, a thorough cleaning of the drum and cleaning the corona wire should clear up your printing.
This machine sounds like it needs a service. Is the paper dirty before it reaches the fuser unit? You can check this by opening the door while the machine is printing (if you're quick), if the dirt is on the copy before it is fused to the paper then the origin of the dirt is in the process area - clean the area particularly check the cleaning assembly and clean the transport bed (the assembly that pulls out with a green handle been turned to the left). If it is after fusing then your fuser roller and/or cleaning web (roller) is worn and/or dirty. Some techs wind back the cleaning web to buy more time - good luck
