Hi
Normally what causes the refrigerator/lower chest not to be cold enough is that the fan that pulls the air from the freezer is not working. Check to make sure it is working, if not then you will have to replace it. If it is working then check you defrost timer, it could be faulty. I will include these two websites for parts.

pull the plug and let it defrost. ck the drain for water. it maybe pluged. after 2 to 4 hrs. plug it back in and set the temp. to -10 degrees f . fill small dish or bowl with water and see how long it take to freez. if it takes longer then 4 hrs you may need freon or have a compreesor problem, or defrost timer .
See if you have 120 volts at the compressor if you do do you hear any clicking sound at compressor if not replace compressor Start Relay/Overload if you hear clicking sound the compressor may be bad or Start Relay/Overload the only way to know is to replace the compressor Start Relay/Overload. If you do not have 120 volts at the compressor jump out the thermostat you should have 120 volts at the compressor now if not you may have a defrost timer Prob. if this is shelf defrost unit check timer turn knob to see if it starts.
the freezer has a defrost timer and relay. if either is bad, it may get stuck in defrost mode(depending on what position the switch failed in). The fan will run constantly if this is the case. You may choose to follow the wiring diagram on the back of the service panel or hire a technician. If you do it yourself, unplug the unit for your safety
first, have you defrosted the frzr recently?they must be defrosted manually. take the 2 screws holding the side panel on and see if you hear the compressor humming/running. if you do. then the problem is in the sealed syetem. they should to come w/a 5yr. parts & labor warrenty but it looks like your frzr was build in the 1990's...
tip: if you think it's your cold control.you could unplug unit and use a wire, jump out the cold control.
If all is ideal maybe -10 an occationally -15 and this is F considerable coolder than -20C. ALSO fyi a chest freezer will stay at or below these temps better than an upright and especially a self defrosting model. Because a chest freezer you dont loose all the cold air when you open the door. TYhey are not made in auto matic defrost as far as I know (never have seen one but then I havent been looking for one either. An up right freezer can be manual defrost or automatic. but the cold air falls ouit every time the door is opened.
Please let em know if this helps you by giving me as high a mark as you can and thank you for using fixya.
Make sure everything is working, I.E. compressor, fans. Now I need to know if the freezer shuts off at 14 degrees, or does it continue to run without making temp. If it shuts off, then the first place to look is the thermostat. It may be out of calibration. If it continues to run, then the solution may be as simple as cleaning the condenser coil. or the defrost has malfunctioned somehow. Defrost probleams will cause excess ice on the inside coil. You may need to remove the panels to see how much ice is on it. It sounds like the compressor is good, as it is pretty cold. Just not cold enough. A deep freeze should be at least 0.
This is a normal condition. The condensor coils are in the cabinet and their job is to remove heat which is why it is hot. You will want to make sure the freezer isn't in a tight spot where air from the room can't flow across it. Without good air flow it will become too hot and not cool properly and lead to the compressor failing too soon.
