I did not see anything regarding to the Power locked out function, may be it's time to call HP. Please post back what you find out from HP.

Locking OSD settings
When the OSD is locked, settings cannot be changed in the OSD menu. The OSD functionality is enabled or disabled by pressing the Menu button and holding it for 10 seconds. Upon disabling the OSD, an OSD Lock-out message is displayed for 10 seconds. When the OSD is locked and an OSD menu button is pressed, the OSD Lock-out message is displayed for an additional 10 seconds. When the OSD is locked, pressing the OSD menu button for 10 seconds unlocks the OSD and displays the main menu. Identifying monitor conditions
Special messages display on the monitor screen for the following monitor conditions:

  • Input Signal Out of Range : Indicates the monitor does not support the input signal because the resolution and/or refresh rate are set higher than the monitor supports. Recommended refresh rates are as follows:
    • For the w1858 monitor: 1366 x 768 @ 60 Hz.
    • For the w2338h monitor: 1920 x 1080 @ 60 Hz.
  • Monitor Going to Sleep : Indicates the screen display is entering a sleep mode.
  • Check Video Cable : Indicates a video input cable is not properly connected to the computer or monitor.
  • OSD Lock-out : When the OSD is locked, the warning message OSD Lock displays for 10 seconds.
  • No Input Signal : Indicates the monitor is not receiving a video signal from the computer on the monitor video input connector. Check whether the computer or input signal source is off or in the power-save mode.
  • Auto Adjustment in Progress : Indicates the auto-adjustment function is active and in process.

Need OSD Lock out removed permently Please

have you tried the following steps:
  • Press and hold the "Power" key on your monitor to turn it on. Press the "Menu" button for 15 to 20 seconds to cancel the OSD lockout message.
  • Press the "Power" button on your monitor for several seconds until you see the OSD lockout message disappear. Unplug and re-plug your monitor power cable back into the outlet if the OSD lockout message is still displayed.
  • Turn your computer's monitor off. Press the "Menu" button for 15 to 20 seconds and power your monitor back on.

    Power button lockout is on how do I turn it off

    to remove the OSD Lockout message, release the Menu button (if something was pressing against it), and press and hold the Menu button again for about 10 seconds - until the message goes away.

    Osd main controler lockd

    Hi there.
    OSD Lockout or On Screen Display Lockout message is that irritating on-screen message that sometimes pops up when you switch on your monitor. This completely locks all monitor settings.
    This problem has most likely happened to everybody at some stage or another. Everything has worked fine until now you turn on your monitor and have a message glaring you in the face displaying something about "OSD Lockout". This doesn't allow you to change any of your monitors settings, including the setting intended to turn off this message. While this problem mainly happens on HP monitors from my looking around I know that others have encountered it on other brands as well. The fixes I provide below should work on those monitors too so don't fear if your monitor isn't an HP model.
    The HP Fixes
    FIX 1
    Plug in the monitor and power it up. Hold down the monitor's Power button until you get a message saying "OSD Unlocked". If the problem persists after OSD is unlocked then unplug the monitor from the wall, wait a few seconds (just to be sure I'd give it anything around 20-30 seconds) and then try again.
    FIX 2
    Instead of holding down the Power button, turn on the monitor and hold down the Menu button for 10-20 seconds. This should unlock the OSD.
    FIX 3
    Turn off the monitor, press down the Menu button and then turn on the monitor. Wait 10-20 seconds. This should unlock the OSD.
    FIX 4
    The Menu button may be stuck in a pressed in position. To get it "unstuck" you'll usually need to open up the monitor. If your not a seasoned veteran at opening up electronics (and knowing where all the screws go back into) then this could be tricky unless you know what you're doing. Unfortunately there are too many models of monitors for me to give a step by step instruction guide for you. If you have warranty this is where you should use it, I suggest you contact the manufacturer.

    How do I remove 'OSD LOCKOUT' from my monitor/screen?

    try..... it worked for me. Power Button Lockout is displayed.The monitor's Power Button Lockout function is enabled.
    Press and hold the power button for 10 seconds to unlock
    the power button function.

    Osd lockout? How do I get the on screen display unlocked?

    OSD Lockout prevents changes being made to the monitor through the use of the front panel buttons. When the OSD is locked, pressing a button from front panel displays OSD Lock-out for about 10 seconds. You can quickly remove the OSD Lockout message by pressing a front panel button again. To unlock the OSD, press and hold the Menu button until the Main menu displays, about 10 seconds. To lock the OSD, press and hold the Menu button until an OSD-Lockout message displays, about 10 seconds.

    OSD Lockout bananas

    Please try to Turn the monitor off. Hold down the Menu button while the monitor is turned off, then press the Power button again to turn the monitor back on. This should unlock your OSD menu and remove that message from your screen. best regards
