They normally turn off like this when they aren't receiving a video signal from the pc (same as when you turn off the pc). make sure that it is connected properly, and that the video output is activated. try disconnecting from the other monitor while its on and connect the problem monitor...if it still isn't working then there may be a problem with the cable or the monitor itself. Try another VGA or DVI cable. Hope this helps
One of 2 possibilities come to mind.
1, The vga chord is loose on the back of the monitor.
2, Your resolution is set too high or low to be displayed.
The blinking light means that the monitor is either not getting or understanding a signal.

tried connecting my own monitor and getting this problem. Then tried a friends working monitor and still doesn't come on. Just had to buy a new power Box as the fuse had went, could this be a problem with the Graphics card as you plug the monitor cable into this slot?
It must be from the monitor. Because I connected the faulty monitor to a working computer and use its working cable.
Can the monitor be fixed or dump?
