I have recieved my phone the LG Shine KE970 and its working perfectly except for one feature. When I want to send a photo it says " The MMS setting's has not been set" can anyone help me with my problem?

HELLO i have recently brought the LG SHINE KE970 and i can send or receive pics/messages i cant access the web or even do blutooth.. If i try access theweb it will say that my wap seetings aint set up.. How do i set all ths up? To send and receive MMS you have to save the MMS settings on your phone which is send to your phone as a configuration message by the network service provider..
everytime i try to send a picture to anybody it says ave no mms settings and then i searched online it told me how to fix it and i did but its still not sending it says sending an it never does send or i recive a pic or a ringtone it doesnt load i need help please
i cant receive picture messages or send them out.

i can't send an mms either how do you do it?! i always says something like you are not allowed or something like that how do you solve this??
