Call your service provider and tell them the numbers you want blocked and they will block them out.

most numbers ( incoming numbers -- bullying or harassing calls ) have to be blocked by the service provider

It could be someone who got your phone number when you entered it into a website, etc... and is trying to call you to advertise. If your phone has an option to block numbers you can try that. Or contact your phone carrier and ask them to block the number from calling you. I get many calls from random numbers, my solution is to just ignore them. As long as they aren't harassing you.

Download software such as black list or Adv. call Mgr from ovi store, both allow you to block numbers on your mobile phone. Hope this helps

Motorolas are my pet hates, the phone's menu layout is NAFF. But I'll try to give you a general idea, whether it works on Motorola or not I don't know for sure.
