I successfully repaired my Neovo E-19A lcd moniter yesterday and it still works after a 24-hr burn-in.
At the bottom of the inverterboard are two light-brown SMD fuses with "2.0" printed on them (can't miss 'm!). I found one to be open and simply replaced it with a standard glass fuse that I soldered across the SMD with some short wires. To prevent short-circuits I insulated the fuse and wires with tape.
Many other things can be dead such as the transistors or even the transformers... So, obviously I was lucky! :)
