There are a few things that can cause this. Your t-con board, the signal board or the screen itself. The most likelly and cheapest would be the t-con board. This is the board that transfers your picture from the signal board to your screen. You would have to open up your tv and get the part number from the board itself.

Unplug,replug tv back in about an hour later.Every setting,should reset now.All functions,should work now.Not,than the Tuner board,that the board have the incomming broscasting signal cable plug into it,have problems.Tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish Tuner signal board for the replacement.
It is probably an internal problem. to me it sounds like the flyback tranformer or the tube PC board. If it is a blown fuse, usually a technician will have to find out why the fuse blew.I would take it to a qualified technician. it is hazardous to try and fix it yourself. If you don't know what you are doing.The TV even if it is dixconnected retains voltages to many capacitors and the screen assembly. I know this did not help for doing it yourself,.
