Had this problem, too with HP PSC 1610 AIO, paper would pull in part way and stop, then display would indicate: Paper Jam, Clear Jam and Press OK, but there was no paper in the path at all. Found in HP forums that possibly the problem was a broken off piece that may be called the "x-bias" lever which is on a little spring inside the printer just to the left of the carriage bay on the right side of the device. There are two photos of "broken" and "not broken" at this forum site:

Since HP does not sell the little part to repair it, I phoned HP and got a good "trade-in, trade-up" price for a better device. Hope this helps someone else find the answer to the constant paper jam issue, as I always appreciate the FixYa forum help from everyone else here, too.
I had a paper jam with my 6210 hp printer! kids crying i'am getting upset for two day clearing up this problem. went on line and someone suggested that this was not a paper jam, but a paper sensor problem. i went back in for the last time and in the center of the paper feed roller was a black clip that move a little up and down and on the far left there was a black clip that also moved back and forward. reloaded my paper tray, and after two day of hell it is working fine. i don't know if these clips as i mention solved the problem but after reading about cleared up paper jam and it's telling you that you still have a jam?? it only wanted to be feed... paper. it should have ask for paper!

HAVE PAPER JAM. HAVE CLEARED ALL PATHS STILL SAYS PAPER JAM. PRESS OK NOT WORKING. ANY SUGGESTIONS
When we hit print, it pulls a sheet of paper half way through the printer without printing, then indicates "paper jam". When we clear the paper from the back of the printer and press "OK", it repeats the same process and never clears. We have also tried disconnecting the printer, and reconnecting it with no luck.
Any suggestions?
