Samsung syncmaster 731bf screen stays white!

looks like you need a new screen. It could be an hardware issue.
Find a place to replace the screen might solve the problem.

The problem is most likely the backlight or the power supply that feeds the backlight. The bulb will be the most common problem and will likely require replacement. For the cost of replacing the bulb, you would be better of replacing the monitor.
Just keep doing your power reset technique and use it till it dies.

Your internal power supply is failing. There are parts called capacitors that are not functioning correctly and this causes the power supply to not be able too stabilize the voltages that run the monitor. After repeated power cycles the capacitors will hold enough charge to function until you urn the unit off and then they discharge so you have to start all over again. The picture board on your monitor has been malfunctioning for quite the period but you did not notice it, since the screen goes blank, it means the picture board of your monitor has developed fault and will need to be replaced.

The best thing for you to do now is to take the monitor to a local repairer within your vicinity to help with the replacement of the picture board because the fault is not something you can fix yourself, in order not to complicate issues.

Please try the following
Load into safe mode

Click on

Start>Control Panel>System>Hardware>Device manager

In device manager click on the litlle plus key next to Display adapters and see if there is a yellow excalamtion mark in there. if there is then you will need to reinstall you graphics card (vga card) drivers, if not right click on that option and click on uninstall it will then ask you to restart click on yes and hopefully this should solve the issue
