The 1st thing to do is connect an external monitor to your computer. Connecting an external monitor to it will very quickly point us in the direction we need to go in troubleshooting the issue.
You may need to close the "lid" of the computer in order for the display to show up on the external monitor. Hopefully this will work since you're unable to see the display properties in order to select the external monitor.
If the display works w/ an external (**known good**) monitor connected to it then the issue is w/ the laptop's monitor. The next course of action is most likely to contact HP for warranty repair (if your computer is in warranty) or to replace the monitor.
If the display still doesn't work w/ a **known working** external monitor connected to it, then the issue is w/ the onboard video.

The VGA card or the VGA driver is not properly installed,perhaps.Try reinstalling the driver.
If you suspect the monitor brightness controls then try fiddling with them untill the brightness is good enough.
Check monitor cable also(VGA).

my monitior screen shows lines up & down. in other words the screen blinks continous . my monitior is in warrantry period. so kindly do the needful as soon as possible.
