I'm trying to find out how to resize an image in a layer without loosing any of its quality. If I use the transform tool I seem to loose a lot of its quality, and it is unusable if I enlarge it again. I have seen it done somewhere on the net but I can't find it again and can't remember how it is done.

Try converting your image to smart object first before you resize or tranform it.Smart object icon inside the layer thumbnail will appear. Now, anytime you want to resize or update your original image just double click it (the smart object icon) and save any changes you have applied on the image.

I know what you are talking about when you say your losing quality. This is how i fixed it and it worked for me.
Try this:
Image, Resize, Image size
Check the settings in here.
Is "Resampling Image" turned on or off?
I turned mine off and it worked for me.
Printed pictures of Starbucks coffee cups at 1" tall and the logo was dead on still.

No, No --- not confusing. I understand what you are trying to do.
Don't actual resize the picture. After changing the setting just say OK. That way the 1st picture stays the same size but you should be able to resize the other with that option turned off.

I used free transform and just sized the logo to fit the cup. (cup background layer, logo 2nd layer)
So i just went and played around with it. If you have Resampling Image turned on then you will lose quality as you shrink then enlarge a picture. But, when i turned resampling off, then i could shrink and enlarge all i wanted and the logo was perfect. Could read the words and everything. You might have to start back at layer 1, with that setting turned off, and then import layer 2. Once that setting is turned on and you have resized an image you won't be able to get the quality back. Does this make sense? When i did the picture originally i had the same problem. The logo just looked like a green blur. But i went back to just the picture of the cups, turned off that setting (which should be off now) and then brought in the logo. I then used the Magic Extractor to get rid of everything around the logo but the logo. Then free transformed the logo to the size and location i wanted it. Worked great. Let me know how it goes.
I don't know why its not working, it should be. When i say image, resize, image size i choose image on the toolbar, go down to resize, and then choose image size from teh resize menu.
As long as the resampling is turned off it should be ok to resize and not lose quality. Did you start from the beginning bringing in a new picture and adding the layers with the option off?
I don't understand why this is not working for you.

1. Open the Start menu.
2. In the white line (Start Search) area, type regedit and press Enter.
3. If prompted, either click on Continue or enter the password for the Administrator account.
4. In regedit, go to: (See screenshot below step 5)
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList
5. In the left pane, look for the S-1-5..... folder (SID key) with the long number that has .bak at the end of the numbers.
(See screenshots below steps 6A and 7B)
NOTE:
A) In the right pane, look at the ProfileImagePath to verify that this is the user account profile that has the error.
B) You may have another S-1-5..... folder (SID key) above it with the exact same number without the .bak at the end of it.
6. For Two S-1-5..... folders (SID key) with the same Number -
NOTE: This is if you have two S-1-5..... folders (SID key) with the exact same numbers, but the second (below) one has the .bak at the end of the numbers.A) In the left pane, right click on the first (top) S-1-5..... folder (SID key) that does not have .bak at the end of the numbers and click Rename. D) Remove only .bak from the end of the numbers and press Enter. (See screenshot below)
E) Now go back and Rename the first one with .bk to .bak now at the end of the numbers and press Enter.F) Go to step 8.7. For Only One S-1-5..... Folder (SID key) with .bak -
NOTE: This is if you only have one S-1-5..... folder (SID key) for your user account with .bak at the end of the numbers.A) In the left pane, right click on the S-1-5..... folder (SID key) with .bak at the end of the numbers and click Rename. B) Remove only .bak at the end of the numbers and press Enter. (See screenshot below and below step 10)
8. In the right pane of the one without .bak now, right click on RefCount and click Modify. (See screenshot below step 10)
NOTE: If you do not have RefCount, then right click on a empty space in the right pane and click New and DWORD (32 bit) Value, then type RefCount and press Enter.A) Type 0 (number) and click on OK. (See screenshot below)
9. In the right pane of the one without .bak now, right click on State and click Modify. (See screenshot below step 10)A) Type 0 (number) and click on OK. (See screenshot below)
10. The registry will now look like this for the one without .bak now. (See screenshot below)

11. Close regedit.
12. Restart the computer.
13. See if you can logon now.

Sorry don't know where the resizing is, other than image or canvas? if use free transform is it something to do with that?
Thanks for that, but by doing that will this resize the whole image (or project for want of a better word)? What I actually have is two images and I have dragged the second image in as a layer on the first and what I am wanting to do is scale the second image within the first one. (hmm, is that confusing image one, two, two one??lol), so that it fits within this image better.
hmm, I must be doing something wrong coz that didn't work for me, it still looses its quality so I can't read any of the writing. Just so I know if I'm on the same track as you are you resizing the image using transform after setting the resampling to off?
it's not working for me, I've tried it on a couple of different images but its very pixely when I reduce it. When you say image, resize, image size mine doesn't actually say that it just straight from image to image size not a resize option, am I looking in the wrong area perhaps? I do have the option of turning of the resample image which I have done but it's not working for me.
Better not give up my day job eh???
I don't have resize, do you know if it would hidden somewhere? or maybe yours is a different version, I have the version 10 extended (I think) as you have probably noticed I am new to this. I have checked and double checked the resample is off but it just wont work for me.
Thanks for all your time on this but I guess I'll just have to try finding the resize bit somewhere, maybe that is the problem.
What options are turned on in resizing?
