Is there a setting to prevent the zs3 from turning off while it is still writing to the card?

    The video I "recorded" was maybe 30 seconds long on a PNY 2gb SD card. I turned the recording off and probably within 5 seconds I accidently shut the camera off. A message flashed up that it was still writing but the camera turned off anyway. The battery was fully charged and the card had probably 2 dozen pics. It makes sense that the camera shouldn't turn off when it's performing a function but mine obviously did which is why I thought it might be a setting that I didn't know about.

It's not supposed to turn off while it's performing any function. How long does it take to write to the card? Mine takes about half a second at full megapixels and highest quality rating. My batteries are fully charged and I don't have hundreds of pics on my card waiting to be downloaded. My card is a class 4.

    I thought you meant your camera shut itself off while writing. You didn't say you turned it off. There's no way to stop that!

MEMORY CARD IS LOCKED

SD and SDHC cards have a slide switch along one edge. The position farthest from the metal contacts locks the card, protecting it from writes. The position nearest the contacts unlocks the card.

Try turning on the write protect before inserting the card into the card reader. This will prevent the computer from writing to the card. When you finish downloading, turn off the write protect, put the card back into the camera, and format it.
The write protect switch is on the edge of the card. The position farther from the contacts write-protects the card.

Camera setting is stuck on card write protection setting lock. So I can't take a picture. I went to menu and clicked on "protect image" twice but the "lock" did not go away. What do I do

You should take a look at the actual memory card and make sure there is not a lock (a small slider you can use to protect the card from being overwritten). To check it:
  1. Turn off the camera.
  2. Open the port that holds the battery and memory card.
  3. Remove the memory card
  4. Look at the memory card and see if there is a little slider that can be moved from an On to Off position. There should be a little Lock drawn near it.
  5. If there is such a slider, make sure it's set to the Unlocked or Off position.
  6. Put the card back in the camera and close the door.
  7. Turn on your camera and you should be good to go.

There is probably a setting on your camera that prevents you from writing to the card. There may also be a switch on the card that prevents the card from being written to.

Taking video gives me 3 second video on replay

select the card for storage ..cause if it do not has space it will take nothing more..if it do not have the card inside probably the settings are made like that ..so look in the menu and reset it ..
If it does have a card ...than look in the menu for video settings and assign space on the card for storage ..or ...choose in the feature called storage ...to store not on the internal memory ..

Well, a Panasonic card should work in a Panasonic camera, if they say it will, so ...
First:
Check that the write-protect switch on the card is not set to read only. It should be toward the contact edge of the card.
Next:
Put the card in and try to format it in the camera.  If it takes the formatting then you should be OK
Finally:
If the above does not work, then check that your camera works with a smaller cheaper SD card (say a 1gb size).  If the camera is happy with that then take the SDHC card back to where you bought it and ask for a refund or replacement. Take the camera with you.

Try cleaning the contacts. Also check to make sure the protect tab is not set to prevent writing to the card.

Turn camera on and I get a little lock on the screen I can't get past this

Assuming this camera uses SD card, you may have set the card to "write protected". On the side of the SD card, there's a little slider that prevents accidental erasing images.
