We have three flashing rings around the power. We unplugged the console and restarted. Now the console wont turn on?

3 Solid Red lights usually means that a cable is unplugged. Check all cables (unplug and plug back in)...you may need to replace power cable if issue is still ocurring. If it is 3 Flashing red lights, this is known as the Red Rings of Death, i.e. your XBOX is dead and needs to be completely replaced.
