You will need to go into your Paint program in Accessories or you can use another Photo program if you have one on your computer. You open the file by clicking on it and once you get it, then you will probably need to 'crop' it. There should be a tool on the bar that will change the cursor to a '+' mark and place the cursor on the picture while holding the left mouse button draw a box around the picture for as much of it as you want. Then let go and hit enter and it should crop/cut the part in the center out. Once you do this remember to save it with a .jpg ending. Then go back and import it into Facebook. If it is still too big you can do it again and you can also change the resolution to make the file smaller. I hope this was useful and please comment if this was helpful to you.
If you mean that a black box appears on the screen, and you can still see the picture around the box, it means that your closed captions are on and set to TEXT. If this is the case, enter the menu, navigate to the closed captions page and set the captions to OFF. If you mean that the top of the picture has collapsed down, the vertical circuit has stopped working correctly and the set should be serviced by a qualified tech.
