The older Cameleon has inflated rear tyres, only the more recent models are foam filled. The recommended air pressure is 15 psi. You'll find it easier to go to a bike shop and get them pumped up as the Bugaboo pump is pretty useless! The newer wheels have the car tyre type valve, only the early model rear wheels have the valve the same as the push bike and you can use the good old bike pump on these.

There is no air in the tires. They are filled with foam and there is no way to add foam. If you are having a problem with the tires then I suggest you contact the manufacture.     I've foam filled tyres and they are flat. Does foam have a shelf life? Do i now need to buy new tyres?

Brake Release Cable

Yeah, just trace the cable back to the right rear tire, remove yuor tire and you'll see where it hooks up. You'll need to replace the whole cable, not just splice.
