Windows Installer 3.1 Redistributable supports Windows 2000 with Service Pack 3 or later, Windows XP, Windows XP Service Pack 1, Windows XP Service Pack 2 and Windows Server 2003. Windows Server 2003 Service Pack 1 contains Windows Installer 3.1 and therefore can't be installed or upgraded by this redistributable.

Read the above, Windows Installer 3.1 already in in SP2. Why do you need to install it?

If the version of XP you have is the same as the one that is now installed, you can do a repair installation. This essentially reinstalls Windows without deleting your user files. During the installation you'll be prompted to enter the product key, so you can use the one from your genuine copy. It's still a good idea to back up your data first, though.

Boot from your Windows XP CD and start the installation. One of the options that will be available is to repair a current installation. Select that to begin the process.

Another option is to purchase a new hard drive. They aren't expensive. Install that as the primary drive in your computer and make the current one a slave, and do a fresh installation of XP on the new drive. Then you can reinstall your applications, move your data over from the other drive (or leave it there), and you'll have the extra drive for added storage space. If the XP version the tech installed is not the same as the genuine copy you have, you will need to do a fresh installation in any case, as the product key from your copy would most likely not be valid for the one he put on.

I would suggest not going back to that same technician in the future. Guys like that give us ethical technicians a black eye.

The Windows installation CD does not have a SATA driver. You need a SATA driver of a floppy disk or turn off SATA native driver in the BIOS.

I suggest you install SP3 (service pack 3) rather than SP2, it contains the latest bug fixes. The SP3 cannot be installed from a floppy, it can be downloaded from Microsoft, it is a large file approx 300Mb, I suggest you install it from a CD if you can borrow one.
