LG CRT 17'' power blinking and display problem

I have LG CRT 17'' monitor , in which the power led always blinks almost for half an hour and then only the display comes. during this the power button does not work. once when display comes then the power button works properly and monitor too. soon after when i power off the monitor when it gets cool down the problem again arises. basically what i am trying to say is my monitor needs to warm up to give display...so any one please help me out, what may happen or just what is the cause and how i can solve this..?

Blinking of moniter 700e lg

I think that two capacitors in the powers supply circuitry(incise the monitor) has gone bad. Just open and you'll see them.
