I would like to know the location of the Idle Control Valve for the 1996 Saturn SL1

There are to eletrical components next to one another. The throttle position sensor and the idle control vavle. They are right where the air supply housing goes into the metal part of the air intake system. Right at the firewall the air intake line, a big rubber hose, attaches to the metal trhottle body. The bottom of the two is the idle control valve. It has an oblong electrical connection and uses a small "torgues" type male wrench to get the two screws out. Torgues is the star shaped screw, rather than a hex head of phillips head type screw.

On the throttle body you will find the IAC idle control valve, with two wires going to it, unplug and plug it back if no change then bang on the IAC if it goes to normal idle change one with used one and should be fine.
Idle aslo goes high IF a vacume hoses get cracked or come off.

Idle too high

Hi and welcome to FixYa!

Two things which can cause this issue. A faulty MAF (mass air flow) sensor or IACV (idle air control valve). If one of these sensor is faulty an erratic idle, too high or too low may occur. Have the engine scanned to know which of these sensor is faulty.

its located on the throttle body connected to your air intake manifold where your throttle cable connects on the throttle body there is a adjustment screw connected there

My 1996 Saturn SL1 runs very sluggish w/A/C on

idle is too low you see the problem with saturn sl1 is its a single cam engine that puts out only 100hp and when you get into low idling such as 800 rpms where it should be idling at when you hit the a/c the rpms drop a good 150 so turn the idle up more or is it during driving conditions?

1999 saturn sl1

Sounds like you have one of two problems. If the car has over 80,000 miles on the odometer, your idle air control motor (basically an electrical solenoid valve which allows additional air into the motor past the closed throttle valve) is sticking open.
The other possibility is a vacuum leak. I would try removing the IAC (idle air control motor) and cleaning it using aerosol carb or throttle body cleaner. This is available at any auto parts store. Re-install the valve and see if there is an improvement. If it improves but reverts to it's old behavior (usually within a day to a week) you will need to replace the valve.
