This problem happened to me to (OfficeJet 6310xi). These steps solved my problem:
When the program has the error, there's a button so you can show it where DPE is. Click the button
Navigate to Macintosh HD/Library/Application Support/Hewlett-Packard/HP Scan Pro/DPE/
Click on DPE 11.6.app
Then I could scan to pdf. When I upgraded to Leopard, I reinstalled my HP software, even though HP says it isn't totally compatible with leopard.

This might be a hardware problem, but it could also be caused by an outdated (or corrupted) driver; you could uninstall the original driver, then download and install the newest version directly from HP here:

If you have the HP Image Zone software installed, you can use the onscreen Help to solve other problems with the scanner. To gain access to the Help, open HP Solution Center, click Help, and then click HP Scanjet 4800 series scanner Help. The Help system provides information about the HP Scanjet 4800 series scanner hardware as well as information about the HP Image Zone and HP Scanning software itself. Also, see Scan troubleshooting in the general Troubleshooting and support section of the Help.

If you are scanning via software then the software could be looking for a smaller image. Check the preview and adjust the size as necessary.
