There are several items that can cause this problem. Can be evap.coil fan , or defrost coil, or defrost stat, or defrost timer. Also, could be defrost drain outlet clog. Except for the timer, all the other causes require disassembly or the rear interior panel components of the freezer section. Also, it requires testing meter or testing tool to determine what part is faulty. The timer can be replaced more easily from external access, but you need to know that this is the faulty part.

Possible faults causing the problem are either a frozen damper fan blades, broken damper motor or a defective defrost system.
If there is no air circulation then problem is likely frozen fan blades, less commonly faulty damper motor. The defrost system may still be responsible, as this fault is often confused with air circulation problem (see below).
If the fault is given by frozen fan blades you will get rid of the problem by simply performing a full defrost (leave unit off overnight).
If the problem is the defrost system, a defrost may temporarily fix the problem, but the fridge will stop cooling again as soon as ice build up comes back, usually after days or weeks from defrost.
The function of the defrost system, located at the back of the freezer firewall, is to prevent condenser coils at the back of the fridge from cooling down and icing up. When the defrost system is defective you get poor cooling, particularly in the fridge section.
You can test if the problem is the defrost system by leaving the unit disconnected or off for 24 or 48 hours.
As said, if problem was the defrost system, then the problem will disappear after full defrost, to come back in a couple of weeks.
Other problems that can cause insufficient cooling are compressor problems, refrigerant leaks, and depending on the model, electronic control faults.
Start doing a defrost for 12 or 24 hours. Cross fingers and hope that the problem was fan blades frozen. ou need to check to make sure the evaporator fan is working. If it is remove the freezer back to look at the evaporator to make sure it is not frozen over. If it is you have a defrost problem. when the coils on the evaporator get all frosted over air can not move over the coils for the fan to circulate the air through out the compartments so the fresh food section will get warmer while the freezer will be cold. you will need to defrost the evaporator to be able to check the treminator and the heater. to do that you will need to turn the timer thats is located in the fresh foo section usually in back of the thermostat. there may be a removable plug to expose the dial to turn it manually. use a flat blade screw drier to do that. it will only turn one way. as soon as you hear a click stop. the compressor and evaporator fan should stop running. now you can check to see if the heater will come on. if not you will need a volt meter to check the terninator heater and to make sure the defrost timer is all good. you should have 120v at the heater. if you do ohm out the heater to make sure it is ok. most times if it is a defrost problem check the terminator first thats the round disk with 2 wires on it. if it is not closed the heater will not come on.check it out and you should find if there is a problem with the defrost cycle. if you turn the timer untill you hear it click again and the fan and compressor should be running. when you remove the freezer cover and you find the coils are only frosted at the top or just a verry little, you may have a leak in the sealed system and that would be why there os por cooling. you would need to call for service if that is the case. hope this help you some

wow you have power to the unit what about the temp control ? is it turned up?? if so is it closed(calling for cooling?) that is the place to start you can jumper it after yo unplug it to see if you dont have a meter

Number one when you can always provide model number and make...it helps
enormously in troubleshooting otherwise you get these long detailed
threads...from an anal tech like myself.
Cold is a relative term....how cold...use a thermometer...and determine
if the freezer...is at least..10-20 degrees or colder if not it is not
cold enough...and here are some generic answers for that problem....I
will list at the bottom of this thread...if it is
A. You will need to determine if you are getting air flow into the
refrigerator side compartment..there is usually a baffle...that
controls...the amount of air-flow into the frig side...it can be
adjusted...if not it could be broken or have come loose...it is rare...
B. Is something blocking the baffle...as in food ...groceries...
C. The thermostat could be out of adjustment...and or going bad...(how old is the frig)..
D. Some newer units have a dual fan system..(but rare)..if the frig side fan is out...this could be the problem...
There are several reasons this can be happening...
1. The seal
on the door may have a tear or may not be seating properly...this
allows excess warm air into the freezer compartment and in its effort
to remove the same ...frost appears.
2. There is something call
a thermistor (which senses temp and ice build up) that is cycled on and off as needed to remove excess frost
accumulation and or ice buildup on the evaporator (freezer) coils...it
is a heat strip which actually defrost the frost/ice. If this is not
working frost will accumulate and eventually it will become
Ice......now the remarkable thing about Ice accumulation is that you
would think everything would remain cold or get colder ..however in
this case the opposite occurs...it insulates the coils and thereby
increasing the temperature...put a thermometer...one that is calibrated
properly...(calibration can be set by placing a thermometer into a
glass of ice water...the temp of a glass of ice water..after a few
minutes setting will be exactly 32 degrees)..if the temperature of your
refrigerator is gradually rising over the period of a week...you will
need to call a tech or replace the thermistor and or trouble shoot
other problems that may have occur such as..
3. The evaporator fan
may be going out although they usually make a high pitched whining
noise of a whirring noise before they go out...not always and if they
are intermittently cycling off then frost would build up...do you
always here a fan running when you open the freezer and hold the button in above the door..(fan switch)...if so that is
good...fan is working...but it may be cycling off at times when no one
is aware.
P.S.
the odds of it being due to overfilling are slim...I have been in the
industry for 35 years and that is what freezers do...which a lot of
people don't realize is that freezers don't actually cool anything
..they just remove heat and when you remove all the heat all that is
left is cold (like in space) and when heat is removed quickly frost can
appear like when you blow your breath on a freezing cold window..then
right your name....but I digress...any way..if there was an excess of
heat due to a lot of new food in the freezer it would correct itself by
one of the processes i mentioned above..and it would never result in
Ice..you probably have one or more of the problems I
mentioned...evaluate how long its been going on...
4. Thermostat could be out of adjustment..and or not functioning
properly..which
would delay or inhibit a defrost cycle..from occurring..unfortunately
almost all of these problems require a tech...or a good handyman.

make sure all your fans are turning. maybe try to remove the knobs and see if you can turn them without the knobs, possibly they could be stripped.

In my GE side-by-side refrigerator (model number GSS20IEMDWW), there is a motor-controlled flapper door between the freezer and fresh food side. Cold air from the freezer side cools the fresh food side when that flapper door is open.
It is located at the top of the fresh food side on the dividing wall between the fresh food side and the freezer. If this is blocked with something (large left-over container, soft drink bottles, etc), it _may_ be enough to prevent sufficient cooling of the fresh food side.
Of course, there may be a more serious problem with the flapper door mechanism or the control unit that signals the flapper door to open/close.
The vegetable and deli drawers may have a small opening (manually controlled with a wheel or a slider of some sort) that connects those drawers to the freezer side, thus explaining how those areas are still functioning as expected.
