I understand that your Frigidaire washer is not spinning. Some possibilities to why it is not spinning could be the belt, motor, pulley, control panel or drum. Sounds to me that the belt defiently needs to be replaced since it is cracked and streched.
Hate to tell ya wait and see but replace the belt for sure and see what happens,but to check a little further if the pulley that tightens the belt(idler pulley) is not missing a chunk of plastic and it spins free when flung with your finger i would say its ok, also you can check the spring on idler pulley by pushing it in and as long as it returns to where it was quickly its ok and just the belt is needed

Your Frigidaire GLTF2940F washer is not moving when it is washing clothes. This is because the belt is broke you can locate the belt on RepairClinic.com. Before you order the belt you need to findout the length as there are many different lengths and styles. In order to get to the belt you need to remove the back of the unit. My front load washer won't spin fast

The belt on my was the culpret. The washer belt has a spring loaded idler. Unplug power and move the idler off of the belt and use a spring hook or longnose vice grips to pull spring out of slot and into the next slot closser to you. There are 5 slotts. Push idler back by hand and put belt back on it. Your done. The transmission just spins as a unit in spin cycle, it does sit on top of a bearing,but that didn't seem to be the problem. If the belt tension doesn't fix it, put some grease and oil in the bearing or replace it.
Eventually you will need a new belt so order one now.

Check your outlet filters, clean out. The machine will not spin if the filter is blocked. Also check your inlet into the machine. Clean screens on both ends of the pipes. Refit carefully. If you have manual, check for filter cleaning.
