You can download the Print drivers from HERE. Make sure you select the PostScript Driver v5.48.30 or you can as well use the Global Print Driver, which you can download from the same link. Uninstall previous drivers and Install it as a Local Printer. Please be aware that if you are using a Server/Client structure the this instalation should be done on the Print Server.
After all that you should be able to print in colour. As a test print an Image file and make sure you confirm colour is enabled on the printing preferences of the driver. Alternative would be to print a test page from the driver. This will also show you the colour prints.

Xerox Phaser 8400 does not support double sided prints. You have to have a Duplex Unit for Phaser 8400 part number 097S03177 to be able to print double sided. If you have the duplex unit, on the Print dialog box just click Preferences and under 2-Sided Printing select 2-Sided Print then Apply.

Phaser 8400 print management

Yes you can. If it is just you printing you can go into printing preference. Then TekColor and click the black and white option. It will force everything printed to be B&W. You can only limit others to B&W if it is hooked up via ethernet with a IP address. Type in the IP address in your internet explorer as you would a webpage. Go to the properties tab then Printing Security Settings and type in a Color Permission pin. Then if you need to give someone access to printing color in the printers preferences on the layout tab click the advanced button, Under printer features there is a color access area that you can type in the pin to print color. If one color runs out it will not continue to print. It can cause very expensive damage to your printer if it trys to print with no ink in the printhead. So to be safe it stops the machine from printing.

Phaser 860 error code 07.003.45:116163

It is a print head tilt error.
Most likely ink is in the stainless steel pivot block at the bottom of the print head.
Also the printer could have been unplugged and the cleaning blade is stuck to the print head.
Or a cable is binding the print head movement.

The first obvious question is, "Does it have blue ink/wax?" Is it displaying any errors? Have you tried the Xerox support site? They have a fantastic utility that can connect to your printer and diagnose many problems.
