Blinking black streaks run right to left of the monitor. A new cable vision box was installed. The problem continues even with a DVD. The Sony Bravio KDL 46 BR 4 TV is two years old.

Right click on the start bar and select Task Manager, once it opens click on the Applications tab, look for a program that's running here, that you are not familiar with or did not start yourself, left click it and select end task. If its not listed try the Processes tab instead and find it in there. Once it stops running go to add remove programs, find it and remove it.

First of all, please provide the model number of this VIZIO and what else that you have attached to this TV, such as cable box, DVD player, etc. You also mention HDMI cable, it is for the DVD, or for the cable box.
Second, the blinking symptom. Is the Power LED indicator is blinking or the LCD screen is blinking ( show pictures and goes black on and off?
It is hard to do the research without having the details for us to see if we can help you or not.
And do the sound also come and go?
Is the TV still under warranty? Does VIZIO offer any solution?

Three things can cause this:
1) not all HD is recorded in surround sound. You can very well watch an HD program that just has Left/Right stereo audio. Tombstone on bluray is even only in Dolby 2.0
2) wrong connection is used. If you only use red/white analog stereo cables you will only get sound out of the left/right mains.
3) setting on the cable box is set to stereo and not surround. Changing this varies by cable box manufacturer.

Please hook cable box in Video input-7 instead of Video input-6 in TV and select Video input-7 with remote on TV.
Regarding continues on-screen display of video-6, press Display button on TV remote once, on-screen display will disappear.

One thing you could try is unplugging and replugging the video cable from the monitor and from the computer, I have often found that fixes a blurry monitor.

I do not know your TV's model number, if your TV is a 3D television, please turn the 3D function off in the system menu.

I had exactly the same problem. Luckily we have 3 of these printers. Swapped the photoconductor and it solved the vertical streaking, even though the photoconductor was only half way through its life.

Have you tried playing the DVD in PAL60,NTSC 3.35 or alternately select the colour system on the TV manually rather than in auto ?
