get a better computer

install the graphic card

make sure both power cables are hooked to the mobo. 24 and the 4 pin.
if still no video check all the cables. is STILL no video what may have happened is that during the case switch you may have given the board a static shock thus shorting out the video chipset on the mobo. you may need to replace it.

the ram for yur game is not enuf..! yu ll have to upgrade.

IF you are using crack version of vicecity than disable antivirus programme & make 1000mb+ virtual ram ,

this can made from my computer propertie + advanced + settings + advanced,there you can find virtual ram

you should have a plug like this: ::::. Upper 1&2 - Power/sleep LED Lower 1&2 - HDD LED Upper 3&4 - PWR Button Lower 3&4 - Reset
