The LCD panel has physically broken and is impossible to repair. The only fix is to replace the complete panel, but it will cost more than buying a complete new tv, sorry.

When you buy a flat panel tv you are effectively buying the panel at a huge volume discount and all the other parts which turn the panel into a functional tv are effectively bundled for free. Buying the flat panel as a spare part does not benefit from the same economy of scale and so even without labour and shipping charges, they can actually cost more than a brand new tv and definitely cost more than a secondhand, used, tv.

Westinghouse tv screen wont stop blinking different colors
I just had the same problem with my 50Inch. I tried calling the customer service number and waited three different times. The line just hung up on me as I became the next caller. Absoultely insane. I will never buy a westinghouse again. However, my tv was blinking from black to white to red to green to blue- the entire screen. I tried multiple things. eventually i held the EXIT button on the factory remote. This seemed to exit the safe mode of whatever it was in. I then changed the HDMI plug to the #2 port. Currently it is working normally.

Dark Vertical Stripe on Right Edge of Screen
I experienced the same approx. 1/2" vertical stripe on a Viewsonic vx1945 and ATI Radeon x1050 video adapter on Vista Business SP1, but the stripe appeared along the left edge of the screen, instead of right edge. I then temporarily decreased the monitor resolution, and the stripe went away. I then increased the monitor resolution back to its original setting, and the stripe did not re-appear. So, that was the 'fix' in my situation, hope this helps.

Half screen activated only
When only a half screen is produced, it is usually a upper or lower buffer board, if the top half is blank then it is the upper buffer, and of course if it's the bottom half then it's the bottom buffer board
