This usually happens if the battery is completely dead and needs recharging for awhile. Unplug the battery and try to turn it on if you want to test this immediately.
Otherwise the power adapter might be malfunctioning. These are fairly cheap on Ebay (10-20$) I have bought one of these and it works just fine. But you can also buy brand name ones at computer retail stores for exorbitant prices of 80-100$.
The above is the appropriate solution if the POWER light is blinking. If all the lights blink/stay on, and removing the battery doesn't solve the problem, or even hard resetting it by holding down the power button for 30-60 seconds; this is a problem caused by the video card overheating and eventually separating from the laptops motherboard. There are fixes detailed on Youtube for this, but even then the problem usually resurfaces again due to heat.
