HI. in most cases, this will lead to a failed Heating device(magnetron tube).It would be wise to check the Magnetron cutoff fuse to be sure of its integrity. if the fuse is blown, simply replace it. if the fuse continues to show continuity, replace the magnetron.

No model number?? I'd be pretty suspicious why someone removed the model / serial tag!!
I'd be even more suspicious if someone sold you a microwave with such a
serious problem without informing you of it in the auction item
description beforehand.
H98 means you have a bad inverter, magnetron, or control board.
