Go into your BIOS setup and see if the CDROM is the first boot up device, then C:\ drive (hard disk) then a:\ drive if you have it. The CPU should not buzz. maybe the fan has all sorts of dust all over it and is hitting the fan blades maybe one of the fan wires is hitting the blades causing the buzz. re-install your CDROM's drivers.

Turn on the machine, press F12 once the Dell splash screen is displayed, the boot menu will show up. From the Boot Menu, use up-down arrow keys on the keyboard and highlight the CD/DVD/CD-RW and press Enter. You will see another menu, select "Boot from Cd-Rom" and press enter to select it. The system will boot up from the CD-Rom. Please note that this settings is only for one time boot, once the system is restarted, the boot sequence will be restored to the previous saved settings. If you wish to set it from the Bios, enter the Bios settings by hitting F2 or Delete (should be shown at the bottom of the Dell splash screen) while you see the Dell Splash Screen. In the Bios settings menu, go to Boot options and make the changes with the boot sequence.

Maybe you overlook to "save and exit" the settings. Also do check the connection of the cd rom or its read capability. Do check also the disc is bootable when the CPU doesn't find boot command and system on cdrom it will find to next drive.

Try another PS2 keyboard. Try a USB keyboard with a PS2 adapter. Try resetting the bios using the jumper on the motherboard. Try removing all of the dust you can from inside the case, reseating all the components and going through the process again. If you can't get it to recognize that a keyboard is installed and can't get the bios to continue despite the no keyboard error you'll have to replace the motherboard.
