Could be a water valve problem. Make sure feed tube to ice maker is not frozen. If it is, leaky valve would cause that. No water has to be either water supply problem, defective valve, frozen feed tube, or defective ice maker
There are a couple reasons your icemaker will not fill with water. First thing you want to check for is a frozen fill tube to the icemaker. The easiest way to check for a frozen line is to remove the icemaker. Once the icemaker is removed look for ice in the fill tube. If there is ice in the tube the (water valve) will need to be replaced. You can melt the ice by forcing hot water up the fill tube. Another reason could be the icemaker is not sending voltage to the water valve. The fix for this issue is to replace the icemaker. Hope this helps you with your whirlpool fridge!
The reason to change the water valve with a frozen water line is because the solenoid is not closing all the way. This allows water to enter the fill tube of the icemaker and freeze based on the temperature.
Line to Ice maker is probably frozen due to long term "inactivity". I run hot water through a small flex tube and a plunger feed device or a Drugstore Syringe recommended by dentists to cope with tooth extraction. I used it for frozen dispenser line. It should work for your Ice maker fill line.
There is a tube that feeds the icemaker if you follow the water line from the inlet valve up the back of fridge and remove full tube you can see any ice buildup or try these.
There are only 3 things that will prevent an icemaker from not making ice.
1) Temperature in freezer. Most icemakers require that the temp in the freezer is at a minium of 6 degrees. If the thermostat in the icemaker is not reading this temp or below it will not let the icemaker call for water to make ice.
2) Icemaker. Is the arm on the icemaker in the correct position. Most models the arm should be down to operate and up to be off. Faulty icemaker. The internal components of the icemaker may have went out.
3) Water inlet valve. If the silinoid for the icemaker on the inlet valve is stuck it will not allow water to the icemaker. Over time inlet valves wear out.
Troubleshooting- Check the temp in freezer. If not 6 degrees or below you have another problem with your freezer. If at 6 degrees or below and you have ice and water through door unplug fridge, switch the two hoses from the inlet valve (NOT Possible on all inlets so check to make sure you can remove the hoses by pushing in on the cylinder that hose feeds into and pulling hose out) Switch the hoses than press the water through door feature. If you get water inlet valve is good. If you dont have ice and water though door than have your inlet valve tested. If inlet is good and temp is good replace icemaker. Check back behind the icemaker there is a plastic tube make sure is is not froze up...Observe the back of fridge there is a water line that goes from the water valve to the tube near the top check that it is attached and in good condition... There are 2 more things to check, the water valve, as the icemaker side may not be functioning... The next would be the ice-maker unit may have failed and not be powering the water valve as needed... If you can hook up a test cord to the valve and it works replace the icemaker unit... If the valve does not work replace the valve. If I can help with anything else please let me know.
Generally the cause is a defective water valve that feeds the icemaker.
The water valve is allowing a small amount of water to leak past the seat. The water then slowly drips down the icemaker fill tube and freezes in the tube causing a blockage of ice to fill the diameter of the fill tube.
Replace the water valve.
Clean or replace the water supply valve that supplies the house water to the water valve on the ref.
This will ensure trouble free ice maker operation.

You will need to replace your inlet valve. The problem is the water is slowly leaking into your icemaker fill line and freezing up. You will have a double inlet valve and the line going to your dispencer may be working fine but the one going to the icemaker is not sealing off. Be sure to defrost all the ice out after replacing the inlet valve. And please allow several cycles of your icemaker before it makes its first batch.
