IMO Seriously for $119 it's not worth it.
However, it does sound like a capacitor problem
If you are "Serious" about fixing I'd find a TV repair Forum.
Else I'd go here and get a new one.

With seeing the picture it will be hard fro me to tell what..I am going to guess according to the information you've provided. It could a buffer or a signal board(s). This TV is only 4 Months old I would call LG and file a warranty claim. LG (800) 243-0000
My set has encountered this magical 50/50 split screen and it seems to be quite a problem since I am not the only one researching this issue. LG was of no use because of course it is just out of warranty. Any solutions on fixing this or am I out of money in buying a new plasma?
hello, seems to be panel trouble, plasma and lcd main panels are not fixable, the color green isnt a good sign or it is a symptom of the panel being bad,
i know its a bad diagnosis but this is true with this color on a panel.
if it is a worth while set and you want to restore it theres few options one is replacement trough your waranty
the another is having the screen replaced by a service center this is to costly and rarely done by them they would advise you to get another set. at a retail price a screen replacement is as much or even more than the tv itself.
finally you may search online listings for a servicable tv same model and exchange the parts .
the third option is the best if your waranty is expired.
