Sounds like one or both of the batteries has a high internal resistance. Bad batteries, perhaps? Have you LOAD tested or tested for internal resistance? Could be why charger is shutting off so soon. Voltage isn't the only test for these types of batteries.

Mark Batteries your charger is putting our enuf 13.15 volts for each battery so after charging all night you should be reading about 13 volts on each. If your batts are only 12 volts after all night charge then batteries are weak Hope this helps
You may be able to do this but it may NOT charge the external battery, you will have to see.... Anyway simply connect the battery up to the inside terminals Red- Red Black - Black.. with suitable wire & fittings make sure you have no shorts etc. ya good to go.
