When i get my c3100 started i get an error code e 000013-0000 . can you tell me what the problem is

Waste toner bottle full, open front door, one screw, make sure small cut out in the neck of the bottle is clean afterwards.

C3100 Scanner carriage problem
The home position is not correct when
the power is turned on or at the start of
copying using the table.
Poor contact in the
connector terminals.
Check the connection of connector YC4 on
the scanner PWB and the connector on the
scanner home position switch, and the continuity
across the connector terminals. Repair
or replace if necessary.
Defective scanner
PWB.
Replace the scanner PWB and check for
correct operation.
Defective scanner
home position
switch.
Replace the scanner home position switch.
Defective scanner
motor.
Replace the scanner motor.
The mirror frame,
exposure lamp, or
scanner wire is
defective.
Check if the mirror flames and exposure
lamp are on the rail. And check the scanner
wire winds correctly.

took this from a diffirent kyocera copier but it will be the same scanner related code

Error codes of my kyocera KM 1635

c3100 is a scanner home position error, does the scanner move when turned on with lid up? if not its the motor, if it moves then it mat be a sensor (usually "U" shaped in rear left under glass, or it could be "locked" for shipping, look for a switch on left side or under scanner unit. hope this helps.
