I'm having the same exact problem... At first we thought was the vent... but the way the flames goes out... it seems that there is "not enough oxygen" more than "blown out by the wind"... right after both main & pilot goes out, I can't even light any external flame inside the chamber... and it doesn't feel like the outside cold air coming in... it just feel like there is some sort of gas in the chamber that's so strong, it prevents flame... and the only thing I can think of is that it doesn't have enough oxygen, but too much natural gas, and flame can't sustain.
Here is what I found so far... In the manual troubleshooting section says:
Problem: Burner comes "on" but goes "off" after operating for no apparent reason.
Cause:
A. Tubes not properly installed
Fix: Check vent tube and air inlet tube. Follow installation instructiojns. Be sure joints are tight and both tubes are in place. Use only tubes furnished. Do not extend tubes beyond original length.
B. Furnace maybe overrated
Fix: Check for high pressure at the valve. See rating plate for specified min. / max supply pressure. Check burner orifice.

**FIXED** So it turns out that the back of the unit, the exhaust has 2 rings, the outter ring is around 7" round, the inner is around 4" round. In order for the unit to operate properly, the 4" inner pipe needs to be attach to the wall cap with a 4" piping while the outter ring of 7" pipe needs to be connected to the wall cap with a 7" pipe too...
So, basically, between the unit and the wall cover outside, you need to have a 4" inner pipe in the middle of the 7" outter pipe.
