Perhaps the temperature setting is too low. Up the temperature setting in the fridge and the freezer. Check that the fridge is not running too long at a time meaning thermostat could be showing faults.
Usually the thermostat stuck closed but can sometimes be drain water freezing after defrost due to blocked drain. Fully defrost and check water drains away.
I have a 6 year old Kenmore Elite top freezer.. I have been dissapointed from day one with this fridge.. the fridge has air vents all over the inside of the fridge. We find that if one of these vents have anything in front of it that something somewhere else in the fridge will freeze. Its very frustrating.. I find that I loose allot of fridge space because I am always juggling space to make sure that these vents are always open... very bad design.. sounded like a good idea at the time.. but never again..
Most manufacturer's fridges are designed for 34 degrees F in the fresh food compartment and 0 degrees F in the freezer compartment. Setting the fresh food compartment to a value lower than 32 degrees will freeze any moisture in foods, fruits and vegetables and freeze water in juices and other beverages resulting in broken containers, exploding cans, etc.
What you need is another freezer. Trying to convert a refrigerator into a freezer is going to be very difficult - especially without ruining it.

check the back of the vegetable bins to see if there is an opening that you can adjust. sometimes this slot type opening is in front or on the side and is there to adjust the amount of air/humidity
The fridge gets its cold air from the freezer through a vent(damper)
between the freezer and fridge.The fan in the freezer blows air through it.
Make sure this fan is running. You may have to hold the door switch in for it
to run. There is a flap you adjust with
the fridge temp. control. Make sure it's opening and closing when you adjust
the fridge temp. The problem could be the electronic control if
you have one or the mechanical linkages.
try turning down the thermostat for the freezer side some times the controls seem backward. However most fridges are desighned for thwe freezer side with some thought giving to pushing some air to the refrige side. in most cases it easier to start back at medium settingsfor two or three days.
check the cold for what you want but the ideal settings would be 5 for the freezer and 37 for the fridge
freezer can be really cold but the fridge if too cold will freeze vegetables and lettuce
