The issue is that the monitor in not getting the signal. This tells me that the video adapter ( or on board video) has went bad. Try another video card if all your doing is social media and surfing you can pick one up for around 20.00

Check that your monitor is connected properly and tightly to the computer. If it is, then the monitor may be bad. Borrow a friend's monitor and try to see if it works, if someone else's monitor works, then replace your monitor.

Well, if there are no color lights on this strobe effect, a fairly standard color code for AC is Black is HOT White is Neutral, no insulation is ground and Red would power your strobe ( I Think )., I would hate to misinform you. Is this an AC powered strobe? Like when you wire up a ceiling fan you have the same color code. I'm sorry I can't help you further, and messing with live AC can be unsettling.

SOURCE: i need to find out where the 3 little plugs go

Sometime these connectors from the desktop case front panel have labels indentifing what each connector/plug is for. From your description they could be a reset switch or LED indicators for hard disk or power light etc.
If the plugs are not labeled then trace the wires back to the front panel to identify what they are attached to.
When you connect the LED indicators to the motherboard and it does not light up when they suppose to, then turn the plug around 180 degrees.
The LED are polarity sensitive ie they only light up if the + and - leads are connected to the motherboard correctly.

Green Plaid lines on Samsung HLR5067wax/xaa-

These are the Tests that should be run to determine which board is bad.You should call a good TV Tech if you are not familiar with this TV.
- The DDP1011 on the DMD board has a feature to display internal test patterns.
- DNle, which is an end port in the digital board, has a feature to display internal test patterns.
- The analog board sends signals to ADV7402 on the digital board.
- The analog board is the first output and the digital board is the second one, followed by DMD, which is the final one.
■ Diagnosis By Module
1. Access Service Mode
(In Standby mode, press "Mute", "1", "8", "2" and "Power" to turn the screen on and enter service mode)
2. Check if there is an error in the DMD board
DDP1011 → TEST PATTERN → Press the right arrow key:
Options of FULL WHITE, BLACK, RED, GREEN and BLUE PATTERN are displayed on the screen.
If "Pattern" does not appear, this is a DMD board error.
3. Check if there is an error in the digital board before the DMD.
When the DMD board has been determined to be error free based on the test patterns:
FACTORY MODE → DNIe → TEST PATTERN normal display: no error in the digital board.
If "Pattern" does not appear, it may be from a DMD board or ATI error or there is an analog board malfunction.
4. Check if there is an error in the analog board.
Check for a power signal from the analog to the digital boards

The floating 'Dell Self-test Feature Check' dialog box should appear on-screen on a black background if the monitor cannot sense a video signal and is working correctly. While in self-test mode, the power LED remains green. Also, depending upon the selected input, one of the dialogs shown below will continuously scroll through the screen.
    1. This box also appears during normal system operation if the video cable becomes disconnected or damaged.
    2. Turn off your monitor and reconnect the video cable, then turn on both your computer and the monitor.
If your monitor screen remains blank after you use the previous procedure, check your video controller and computer system; your monitor is functioning properly.

Inoperative monitor

Here are a couple things to try.

1. try the input select button on the monitor (The minnus button) without pressing the OSD menu button 1st, see if it changes to analog.

http://support.us.dell.com/support/edocs/monitors/1703fps/en/controls.htm

When the DVI self-test screen is up, it is indicating monitor is in DVI mode.

2. If that doesn't work, try a DVI to analog converter on the DVI port on the monitor and connect the analog cable to the converter. See if you get any video that way.

3. If you can access the On-Screen Display (OSD Menu) perform a factory reset.
