Okay, so I'd the watch dial says automatic or manual wind you should be able to wind the watch to get it to start working. If the second hand is sweeping buy the minute and hour or just minute hand does not go around properly there are different issues. One. It could be the pinion that is loose, (major repair) two, the watch needs an overhaul meaning cleaned and re oiled(less likely). If only minute hand is giving trouble, its loose(the 2nd hand) or the pinion is loose.
It is likely that the watch has simply run very low on power through not being worn at all. The movement will sleep if unused but does require wrist movement to recharge it eventually. It is also possible that the capacitor may need changing depending on its age but first try wearing it for a few weeks and you may find its absolutely fine once it has regained some charge. The large second hand is actually the GMT hand for a second time zone. The second hand is the small sub dial at the 2 o'clock position. The large hand with the red arrow is the alarm time.
Your true actual time second hand is on one of your subdials. That big "second" hand is really your chronograph seconds timer. It should start and stop when you depress one of the plungers/ buttons on the side of your watch.
Again, that big hand does not need to be turning all the time (or ever if you never use your advanced stopwatch/ chronograph). The true seconds hand is very small on one of the smaller dials.

This device forces the integrated circuit board to move seconds hand in 2 - 5 seconds increments when the battery power level is less than necessary for smooth running of the watch movement. At the same time the timekeeping of the watch is not affected and it will still keep good time for about 2 weeks.

Hello! Absolutely astonished by this "solution" from escapement. This watch is working perfectly - it is simply giving its "end of battery life warning".
It is a feature of this watch, it is referred to as the end of life (EOL) feature, it is a way of letting you know its time to change the battery before it dies to the point where it cannot keep time anymore
Yor watch needs a cleaning. In the old days watches had a mainspring and when dirt got in the gears, the pressure from the mainspring would push the dirt out. Now with quartz watches there isn't any pressure to push the dirt out and the watch stops, or slows down. You will find that it cost more to repair than to get a new one. The really nice thing about your watch is that when you need a battery, the watch gives you a 30 day notice by having the second hand do what I call " a triple step" where the watch keeps time, but youe second hand goes 3-4 steps real fast and then stops. Please take your watch to a reputable watch repairman, because your watch has a Cartier movement , and NOBODY but Cartier has the parts for your watch if somebody who dosn.t know what they are doing messes it up. This model watch uses two battery, an lithium battery is for digital and there is another silver oxide battery which were installed beneath the lithiem battery, all you need to do is remove the lithium battery then replace the silver oxide battery, the battery # is 377.
