To reset the BIOS password read the information from this link.

In case of your Toshiba laptop the easiest method would be using software from Hiren's Boot CD as it's pretty hard to open it up and reach for the CMOS battery or the jumper.

Bios password

If you don't know your bios password you will have to unplug your PC. Do not just turn it off, unplug it. Remove the cover from your PC, and remove the battery on the motherboard for a minute or two. It will look like a watch battery. Replace the battery, and boot up the PC.

Warning, you will lose your BIOS settings too.

When booting ask for pASSWORD

Is this a Bios Password, Hard Drive Password or Windows User Account Password? Did you set the password and forgot it? If it's a Bios Password you'll need to remove the CMOS Battery attached to the motherboard and let it sit a couple of hours then replace the battery and see if it forgot it had a bios password. Most times you'll have to disassemble your laptop to get to the CMOS battery. If it's the Hard Drive Password, them 99% of the time this is indicative of a stolen laptop and the only remedy is to try to give the laptop to it's rightful owner or replace the hard drive. Hard Drive passwords are enabled and can be done by the rightful owner remotely in some cases to keep thieves from getting to sensitive data.
