Defect of Digital P.C.B. processing board and needs to be replaced. F60 is a result of a low or missing voltage on the digital board. Often the culprit would be capacitors that have leaked.
But first try a "cold boot". Unplug the device, wait 2 minutes, then plug it back in. When the 00000 display starts, hold down the POWER button for at least 10 seconds which puts the device into "standby mode". Wait another 10 seconds then press the POWER button.
if you can't see the DVD writer on the "My Computer" please check the SATA/IDE cable if it is plugged correctly.. or else it's broken or check for the warranty.
There are two parts to a drive like that. I suspect the DVD part has failed.
In
rare cases you might get it to work by trying installing new drive
firmware. You'd have to see if on the manufacturer website they have new
drivers for your drive unit, also you might want to try to boot from
bios with a DVD to see if the drives reads it, maybe a windows 7
installation DVD or a ubuntu distribution DVD, or just any DVD to boot from
bios, in any case that would tell you if any amount of drivers may
help. If it boots to a DVD disk then we can assume it is OK. If you can't
get it to boot then the drive is dead for DVD's.
Start up BIOS and perhaps change default boot drive to your hard drive because i think your default boot up device is the dvd drive.... try to put that last on the list... F2 should get you to BIOS if not try F8 Just keep tapping right at beginning of startup before the logo screen shows. Once in BIOS go to boot menu and change default device :) Hope that works for you
It's time to replace the defective (and probably warranty-expired) unit.
If your computer is a notebook, not a desktop, it's best to take the computer to a qualified technician, to disassemble your computer, and replace the drive.

Since the warranty period has expired I will assume that the CD/RW has been in use for some time.
Normally a small belt powered by a motor drives a gear that slides the tray out. Sometimes this belt is loose, warped or plain cut. Replacing the belt should solve the problem. You have to open the CD and it is near the front just below the tray.
In other instances, the grease on the toothed railing at the sides and/or underneath the tray gets gummed up, cleaning and repacking with new light grease should take care of that.
Rarely (but still does happen), the motor itself burns up and replacement (if you can get the part) is in order.
An interim fix is to push a small straightened metal paperclip at a small hole below the tray cover/lip and slightly push till the tray partially opens. You can then manually pull it out.
