Quite normal...top element is for grill/broil only. Bottom element is for bake only. If the grill element were to come on during baking a cake it'd burn the top of your cake to a crisp.
Some grill/broil elements cook at 500-700 degrees.

If you have replaced the grill element and it still doesn't work, there are a few other things you can check.
First, make sure that the grill is actually turned on and that the grill control knob is set to the correct temperature.
Next, check the grill's thermostat, which is typically located near the grill element. Use a multimeter to check the continuity of the thermostat, as a faulty thermostat can prevent the grill from heating up.

Normally, if a grill element fails, it just stops working. So if they are working then on full power, both elements should get red hot! If this is the case, all I suggest is that you try experimenting with different heights with the grill tray. And by the way, don't shut the door when you are grilling as this shuts the grill off!

The grill element should not 'blow' by just touching it - it should be earthed. The elements do gradually disintegrate over time & the inside wire element either fractures or touches the element casing causing the mains to trip. Sometimes this makes it trip just once & then stops working. Replace the element - not usually any fuse in circuit with this. Often held in by 2 screws adjacent to the element at back of oven and conections via Fast-ons- Rick

The unit is working as it should. The top oven lights will only come on when the top oven control knob is turned on. The grill control does NOT turn the lights on. If you want to see what you are grilling, then you should turn the top oven control on to its first position. This works even if the grill is operating.

We know that the grill element is working because it does get hot. It sounds like a problem with the grill control.

First things first. The oven element is totally separate to the grill element. The clock has to have a time set for either the top or bottom oven to work, whereas the grill will work without the clock being set.
The control knob for the top oven is the ONLY control that will turn the top oven lights on, the grill does not turn the lights on. ( If you want to watch your toast, you have to turn the top oven switch on to the first setting as well as operating the grill control).
To prevent the grill being operated with the door shut, there is a micro-switch on the door hinge that allows the grill to operate ONLY when the door is down. The grill control also does not illuminate unless the door is down. There are two options on the grill control - right or left. One way is the inner element only and the other is both inner and outer ones.
So if you have done all that and it still doesn't work, then the micro-switch could be faulty.

The grills appear to be independant of each other. Does the oven still work and the oven light come on?

Depending on your answer it could be that the Top Oven Switch has gone faulty. The Grill Regulator and the Switch work together on the top oven. To get at both you will need to take the top of the oven off.

If the grill is working in some positions on the switch but not in others it sounds like the switch under the knob may be the problem. Does the same switch control the fan? If yes I would say you will have to replace that switch and that the contacts more than likely are worn inside the switch. Switches are usually not hard to replace and usually have lugs or a push/pull connector. Make sure you TURN OFF the POWER before you start trying to remove it. Hope this helps.
