SOURCE: Hoover windtunnel Self-propelled - brush roll stops
There is a idler wheel that will drive the V belt, sometimes they jam and you just have to reach in, push and make sure if comes in contact with the belt. Alot of times tho it is the other flat belt, 38528035 that will stretch and can cause you to have problems with the brush roll not turning.

When you had the brush roll off, did the ends turn freely? If not then the brush won't turn and the belt will just slip. You would have to replace the brush roll if either of the ends are frozen. Other then that you would have to remove the top cover to see if there any broken parts, there is a spring loaded asm, it has a black wheel that will push the V belt when it is in the carpet setting and the handle is in the down position, it could be jammed so the roller is stuck.

It sounds like you need to replace the actuator arm or the cable to it. Look for Hoover part 43143046 for a start. I've got a similar problem.
SOURCE: auto brush on hoover windtunnel doesn't spin anymore
I have a Windtunnel S3765 with the same problem - and it has very little use so I'm confident it isn't wear. I find that the wheels do not raise the agitator brush sufficiently high to reduce the drag caused by excessive contact with the carpet. If I raise the front a bit the brush spins as it should. It also works if I take the housing apart and use it without ..... but this is tricky.
Unfortunately I haven't figured out a way to hold it up efficiently. I am toying with afixing something to the bottom of the housing to raise the front enough to give the brush a little more room.
To fix mine: I removed the brush assembly, showing that when the machine was powered on, the square of the drive gear was not spinning. I used a flat heat screwdriver and inserted it into the square, then gently worked it back and forth until the turbine was free. Then I squirted household oil down into the hole before replacing the brushes. Has been working fine ever since.
