First inspect for mechanical damage such as cracks or dents. Do not confuse "flat" as off pitch with "dead" sound...
Get an electronic tuner and verify pitch before going further. If there is a crack, depending on the material it might be repairable. It is UNLIKELY that the pitch would be very far off as these are mechanical type resonators due to manufacturing defect. Also look for problem with the clapper...

I have the same problem with a Suzuki C5. Absolutely unusable. And the "answers" on this board don't seem to be very helpful at all.
I was having a similar problem with a "dead" sound. I took a screw driver and put it inside my tone chime and pushed up on whatever is inside the chime. It moved just a bit and by doing this it fixed the problem. It is now resonating like the rest of my chimes.
