The correct solution is this
navigate to C:\Program Files\InterVideo\WinDVD\Skins
you will see a WinDVD4 folder.
you need to copy the contents of that folder (open folder select all copy) and paste it directly into the \Skins folder. Now everything will work.
To solve this you just have to move one subfolder! When you look in the program folder of WindDVD4 itself, you will find a folder called Html and an other one WinDVD again. Below this WindDVD folder is an other folder calles Skins. Move/Copy this folder one level above to the same level as the folder Html. Now you will resolve your Splash problem and you will find the program navigator to be displayed, which was hidden before :-)

I have this problem too. After I install windvd, an error message pops up notifying that "Can't open Splash.jpg", the Dvd video still play, but the windvd control panal won't appear.

i install'd the product hoping i could play a DVD i have and when i try to open it, it says the same thing "Can't Open splash.jpg"
Windvd 4 doesn't seem to be fully compatible with Windows Vista. The error message "cannot load splash.jpg" appears and the horizontal navigation toolbar does not appear. The answer provided by debor19071, no longer links to the correct address to resolve this issue.
