In short, you set the value for the transpose function in the parameter menu (section 9 in the manual) ranging from -11 to +11 semitones.
In your case I would set the value for the tranpose button in the menu to minus 2 as you want a full note (= 2 semitones) down from C to B-flat and G to F etc.
And you activate or deactivate the transpose function itself by hitting the transpose button. The little red led next to the button shows whether the function is on (led is lit) or off (led is not lit).
Before replacing TRY flushing it with CRC226 available at Home Depot in the electrical department. Sometimes you can restore controls damaged by WD40 or cleaners like Deoxit or Blue Shower.
Turn it upside down and spray with the tube near the center and at the ends to flush the WD40 out. Working the control back and forth. Finally, a squirt of CRC226 with the keyboard right side up and work the control. You have a better than 50% chance of fixing it this way.
Make sure you use CRC226 as there are OTHER CRC products at HD. Blue can about $2.70.
