This problem is commonly caused by the failure of the door lock system. The machine has a safety feature that prevents the high-speed spin cycle to commence unless the machine control detects the door is locked through the door lock switch.

Check if the door lock light is lit. If not, then the door lock and/or the machine control has indeed failed depending on the model number of the machine. If yes, then the motor speed control is the problem. Indicate the exact model of the machine for more specific troubleshooting and repair advice. The model number is necessary for exact replacement part numbers should a part replacement is required.

GE washing machine, wont spin

Same problem (but without any smell). You should try to reset the two computer boards in the washer. You do this by 1) unplugging machine and wait for 30 secs; 2) plug in machine; and 3) open and fully close the lid at least 5 times. This resets computer boards, which can get messed up by power surges, etc.
