Ur tv have a problems known as a convergence problems,it dead.Tv have colors lines R,G,B mis alignments,have colors shadows pictures or 3D pictures look alike?The tv convergence board have dead 2 STK convergence ICS and some or all of it resistors too.These parts must be replace on the tv convergence board to solved the tv picture convergence problems.The shop,will cost u like $300-350 for parts and labors.
Almost every set made that has PIP uses two tuners--one for the regular and one for the PIP.
It sounds like one is bad or something around it.
You do have some options--
Have someone look at it and get an estimate.
OR
If you have some kind of cable, sat, or Dish box---connect it via the video and audio jacks on the back of your set----this bypasses the tuners--
A simple way to know is hook a DVD or something else to one of the several audio/video inputs on the back of the set---if the picture is fine---problem most likely is a bad tuner.

The sony tuners have been known to get intermittent, it might be a bad ground where the tuner connects to the main chasis, If the problem is in the tuner itself it will be most difficult to resolve since the connections are so small and compacted together.
