Look on the back of the fuse board ,for this you have to drop the fuse board as their are two fuses at the back and i know one is for the central locking ,the other ? Now when the hazard switch is disconnected the indicators shouldnt work but the only thing i can think of is the indicator unit is faulty ,do the hazards light the indicator lights up and they dont flash or is nothing happening?
Either 1 of 2 things. Relay inside hazard switch goes bad often. If that is not it, then usually you would end up replacing the actual turnsignal column switch. But a new Hazard switch should do it.
The turn signal and hazard lights work whit "flashers", sometimes this flasher is common, other is independet. Check under dashboard, if is not visible, you can hear the click sound when is activated.

i believe the audi uses two relays for the turn signals and hazzard lights so it would appear the turn relay has failed. it should be located under the dash near the steer column.... seems to me me they have some shielding under the dash so it may be hard to get to.
the switch for the hazards give lots of problems on the audis and passats the relays are built in the switch,change the hazard switch,,sometimes if yiu press it in and out quickly a few times it may start working,but normally its a new switch.
