If its a windows password just hit F8 and go into safe mode and create a new user name delete old.

you might have a corrupted/bad hard drive

I was able to (http://all-tech-thoughts.blogspot.com/2010/05/linux-on-panasonic-toughbook-cf-27.html) all about the CF27 and apparently it does not have the required port (an Ethernet RJ-45).

They do sell PCMCIA ethernet cards if you wanted to add one.

Most often the OS that came with the system is usually optomized fot the hardware.
However if the notebook came with say Win 98, ME, or XP you should be able to upgrade to the latest XP SP-3.
I would be surprised if Vista would work on a machine that wasn't already equipped in running at least XP SP-2

This means that the computer cannot find an operating system on the hard drive. This is often because the hard drive has gone bad. Replace with a new drive and reinstall windows and that will solve your problem. Manual isn't much use.
